Instead of maintaining/gaining power, states were supposed to change their mindsets and have an understanding to all have power: tates (cid:272)ould(cid:374)"t (cid:272)ha(cid:374)ge the wa(cid:455) they thought all wanted more power. Treaty of versailles: disallowed germany to gain more economic power, created a situation doing the exact opposite, they were upset about the way they were treated after wwi, so they gained. Versailles treaty gutted german empire revenge: liberalism. Institutional deficiencies failure of the league of nations.
