National government didn"t have the power to tax or regulate trade, and no standing national army. Call to improve the articles of confederation but turned into a call for a new structure of government. Legitimacy of government is in the consent of the governed. Distrust of mass public & popular majorities. Importance of separation of powers & competition. Think about the economic interest and perspectives of the founders. Context of relatively fewer class distinctions, but regional differences. Opposed to new constitution and powerful national government.
