Growing cross-border contact, interaction, communication promotes sense of shared community. Contact hypothesis: idea if you come into contact with someone different from yourself, you come out of experience with less prejudice of that person"s social group. Interdependence = condition of mutual dependence between 2+ actors in which changes in one affects the other. Cost of war increases, benefits of war decreases. May not have same pay offs and benefits they once had. Institution = set of rules which govern state action in particular areas: International institutions and how they work to facilitate cooperation and peace. International organizations seen as mitigating forms of anarchy. Fact: democracies rarely go to war with other democracies. One reason: democracies are less likely to go to war than non-democracies b/c. People must agree to go to war and they are the ones who bear the costs of war (kant) Liberal ir scholars think of it as utopian. Historical record, case studies, elite interviews, qualitative reasoning.
