Historical background: paradise lost is both a political and religious epic. James i was a big believer of the divine right of kings. James wants to rule unimpeded, but he needs money. Only the houses of parliament can raise money for the king, and the parliament can pass a levy (a one-time tax). James wants to call parliament to session, get the money, and tell them to go home. Parliament feels that if they"re helping the king raise money, they should have some influence on the governance of the country. This is also a religious issue because the head of the government is also the head of the church of england. There some protestants who do not want to adopt the. These protestant groups are known as dissenters or nonconformists. The puritans are one such group, and john milton is one of the puritans.
