If there is no department to put a law into, the law will be an agency. Executive departments is mentioned in constitution but doesnt say who they are or what they are doing. Every law has to have a home to go to, when a law passed, it needs to be put into a department so it can be carried out. Smallest department is education (5,000), department of defense is biggest (700,000) Each department is divided into offices that specializes in different things. Head of each department are called secretaries, new president nominates the secretaries, directors, assistant directors and asks senate"s approval. Independent executive agencies (40)- independent of departments, smaller, similar. Law creates an independent executive agency and they carry out laws epa, cia. Independent regulatory commissions- early 1900"s, unusual, regulate industry or business in some way agencies approval. We own them as a group, the government runs it for us.
