Another one that failed was about congressional pay: said that if they vote to raise their pay, it couldn"t be changed until the next election, only got 6 votes, ohio ratified it much later. Eventually passed many years late (1992: congress wasn"t sure if it was an amendment or not, accepted it as the 27th amendment of the constitution.
