Us government would not be able to pay off wartime debts. Money to match, trade agreements to match. You cant change enough to fix problems. Thought government had to much power, others thought the us would fall apart. Wealthy individuals owed money by us government because they loaned money during. Upper class was literate, so they knew there were problems all among the us (newspapers) Well traveled, more experience and observe problems around us. Focused on constitution, the national level of government had been left powerless. Existing national government contacted all 13 states to send a couple of men to a meeting in. Goal is to make national government more powerful than under the articles. Sent new constitution to us congress and passed it out to state governments. Federalist papers 1788- james madison, alexander hamilton, john jay. Writing articles/essays in newspapers and other publishings to explain why the new constitution is good.
