Starting on september 15, a hurricane watch was issued in san juan, puerto rico. Then the next day it was upgraded to a hurricane warning and the coastal residents began to evacuate. Savannah, georgia was also evacuated in preparation for hugo, but the only effects from the storm they experienced was isolated and light showers. South carolina also ordered an evacuation of the south carolina coast before the storm. The salvation army, the red cross, and various churches all provided relief aid. There was 302 red cross shelters open on the coast of the southeast which housed around. The us virgin islands and puerto rico had 178 shelters which housed. In south carolina the storm had destroyed a lot of timber, which started a salvage effort in order to use it for lumber and plywood.
