God permits evil but does not will it because he knows how to draw a greater good from it. Each individual substance represents the whole universe in its own way. Individual substances are the things everything is predicated upon, they cannot be divided into two and are only made by creation and only end by destruction. Qualities of extension like size shape motion etc. cannot constitute substance.
