Families reconnected for the first time due to being sold off in slavery. Churches/schools become centers where african americans can obtain information about society. Biracial, but white majorities in all but south carolina. Additional funds spent on public schools, orphanages, and jails. Many in the south saw land as an economic standing but start to promote railroad building. Taxes to pay for all of the reconstruction (schools, railroads, jails, etc. ) In the south with agriculture they don"t get paid until the end of the crop year so they go into debt. White southerners not wanting former slaves to vote. Major economic panic in 1873 in the stock market. 5 year period of economic decline (unemployment at 14% mainly in the north) Want to trade black civil rights for economic prosperity. Give the white house to hayes, but he has to remove federal forces from the south.
