In chapter 2, schwalbe quickly reviews how inequality is created and dives into how inequality is reproduced, which has been both institutionalized and normalized, by building unfairness into the rules of the game. To understand how inequality is reproduced you must first understand the rules of the game. The rules of the game can be both fair and unfair. In this section, schwalbe discusses how an individual takes the steps necessary in order to capture the state: capturing the state means taking the reins of the government my occupying decision positions of decision-making authority. (pg. 60: by capturing the state, the individual is then put in a position of power and can make the rules that play in their favor, thus rigging the game. In schwalbe"s text, if you capture the state you can set and collect tax rates while deciding how those profits will be used.
