Law is part of the social discipline required for cities. Kings where in charge of laws and in settling disputes. They were protectors in military sense, but also spiritually. Even a bad king was better than no king. If there was no king, there would be many warlords all fighting and battling for power. Kings are not only protectors but also viewed as a shepherd. The king is given a super amount of power, the people are depicted as sheep. There is a very close relationship between kings, laws, and the gods. Weights and measures are established to prevent social unrest. Nature is at the whim of the gods. Assyrian and persian rules use brutality to ensure compliance from their people rather than laws. When the nile floods it leaves nutrients and soil that fertilize the ground. When the high priests knew that they were not gods.
