Their way of supporting themselves have been criminalized -> they are now a victim of crime. Lose-lose situation; you"re reluctant to go to the police, but then you"re taking the chance you"re losing your livelihood. Creates conflicts is more likely to be resolved by violence - you can"t go to the police because you"re involved in an illegal market.
