Balance of power within yugoslavia: two provinces:(some autonomy but doesn"t have a vote), kosovo, vojvodina. C. after tito (1980): prohibition against expression ethnic nationalism dies too. 90% kosovo are ethnic albanians (secular sunni muslims). Wanted the vote. under the thumb of the ethnic albanians. Started rallying to prevent it from getting independent status.
