When we, as a nation, mobilize to fight a war, we would do it very dramatically through drafting and training. After war was over we would send them home and return to a residual force because having a huge army ready to go on sight is a threat to freedom. After wwii, we kept armies at peacetime because of the cold war. Effect was supposed to give presidents in this era the power to get involved in foreign affairs safely.
