People who have the means can go to washington and lobby for their companies to be exempt from taxes, etc. Agendas of the public vs. lobbyists are very different. So many opposing views that congress becomes incapable of action. Easiest thing to do in congress is stop a bill from passing. When groups find that their own agendas are not being passed, they can band together to stop other bills from passing. Polls show people think govt works to the benefit of a few huge groups/corporations. The only time people were very united with govt was for about 2 months after 9/11.
