Gorbachev instituted glasnost in order to reform the economy, but did not foresee the program giving people the means to criticize the system he was trying to reform. Congress of people"s deputies and hardliners of the communist party opposed glasnost. March 1990: elections to russian congress of people"s deputies. Yeltsin becomes chair of russian congress of people"s deputies. Yeltsin resigned his membership in the communist party in the summer of 1990. Millions of people followed his lead because they were really only in it for career reasons. Ussr cpd: elected in 1989, chairman is gorbachev and there are over 2000 members. Main legislative body in russia, like us congress. Russian cpd: elected in 1989, chairman is yeltsin and there are over 1000 members. Very apparent rivalry between gorbachev and yeltsin emerges by the fall of 1990. Communist party ties with ussr is threatened.
