These predictions should be used to inform policy proposals. Specific causal story about what is going on. Balance of power theory: states will be stable because they will deter each other by building up their own power. Neoliberals -- states" dependence on each other and on institutions will influence their behavior. Constructivists -- states" ideas control their behavior. Un has said states have a responsibility to protect. Sovereignty is no longer something states can appeal to if they are not tending to their citizens. If you want to enjoy sovereignty, you have a certain level of obligations to fulfill. Thus, the idea of sovereignty has shifted over time. Economies -- with the development of more intl trade.
