Document Summary

Try to change norms that we feel are wrong in the international community. So states can have an expectation about what other states will do, given their own choices. When states act together, it gives their actions legitimacy because it shows collaboration not just self-interest. Bully pulpit and denunciation of illegitimate action. Disarm incrementally, and if they don"t cooperate then you can re-arm. Reputation: look, i"ve been reliable in the past, you can trust me. Work through institutions: institutions can be moderators. Mncs: you can trust some of them, but others no. Trade military personnel, so they can observe the disarmament. If you don"t use nuclear weapons, we"ll provide you with nuclear energy -- trading resources. Holding the dependence hostage -- if you don"t disarm, we"ll sanction you and you"ll suffer. Many of the approaches to lowering tariffs would work in the same way.
