Adams: increasing autonomy is necessary because of the amount of intelligence data (more than ever before) and the pace at which people must make battlefield decisions (increasingly faster as war technology advances) Automation is necessary in accelerating battle environment. Humans wouldn"t be able to make decisions in time to protect themselves. A human will always have control over the system. People may override the system"s suggestion if they believe there is a mistake. System identified the aircraft incorrectly -- thought it was a threat. Sailors believed the computer was properly programmed and followed its directions even though they did not necessarily agree. Govt position: highly accurate and precise, few casualties.
