States will make decisions that will benefit their interests. Force is something in the toolbox of options to use against someone else. Risk: someone else can always use force against you too. If you use force, others can use it against you. Force is an effective tool, which means you and your counterpart will both always be on edge that the other is going to strike. You don"t know if the weapon will be used for defense or offense. You don"t know what the other state is planning. Gains made in the perspective of what neighboring states have gained. Difference between yours and someone else"s gains. If war is imminent, you need to be concerned with how well you"ll do in war.
