Officer who does his job and produce, but at the same time is a humanistic individual that understands community. Oakland forced on bureaucratic policing: focused on officers arresting people, had a quota system in place (# of arrests) A new chief comes in: says he wants to be more service oriented, changes taking place by people making decisions. Police officers did(cid:374)"t really wa(cid:374)t to cha(cid:374)ge: they wanted to continue enforcing law. During this era (task force on the police of president crime commission: police wanted to hire minorities- given resentment from impoverished areas, task force recommended more minority recruitment.
