An idea of justice focused on societies that are transition from unjust authoritarian regimes to more just democratic legitimate (this process known as transitional justice) There have been reconstruction periods though apology, forgiveness, and repair. If you were a part of a community (you are obligated by virtue of membership to contribute to current society) Sandel is saying that we therefore are responsible of repairing these harms including those who are tied. Idea of transitional justice is to address the tear in the political culture and the divide within the country.
