Federal constitution -- 1787: virginia plan vs new jersey plan, compromise, house: federal ratio, senate: 2 per state, federal powers, local institutions, slave trade, native americans. Written document; on behalf of the entire population; safeguard liberties; Ultimate power to the people; ability built in to revise and amend; ratified by the people. Became the fundamental law of the land. Provide limits on government (so people"s liberties are not limited) Gave government specific powers to protect the rights of individuals.
