If you don"t have the state, then there is anarchy. The difference between states, regimes, and governments. You can"t hold onto a territory or province. Some of the states that you guys identify with will not be around 20 years. Different drug cartels run different land areas. Replacement of leaders who are too violent. These are the qualities of a state as well. If you are a leader in the mexican mafia, how much of their revenue do you demand: 100, 75, 25, 0% The amount that you choose to take, it determines what kind of cartel you will be. States rely on revenue and normally have lateral bases of taxation. No one pays their taxes in africa, the middle east. That"s the main difference between developing countries and developed countries! I want you to think about the incentives that people with the means of violence have to limit themselves. Think about how institutions can enhance welfare.
