Myth 4: high-rise public housing is unlivable. Only a small number of public housing developments are high rise buildings. Myth 5: public housing is a top-down imposition by government bureaucrats. Public housing was not a creation of bureaucrats but demanded by rent strikers. When cities began losing populations, jobs, and crime arose they were givenmore media attention and were stereotyped as hotbeds of violence. Fate of high-rises was largely predicted on local context not architecture. You need a balance among adults and kids. Unusually high ratio of children to adults led to crime and vandalism because teenagers are kept in check by adults.
