We can think of sovereignty as a global model of the ideal nation-state. All nation-states are equally sovereign by law. But, countries differ in terms of the extent to which reality on the ground matches this ideal. Strong states (like the us) have the kinds of state infrastructures (political, military) to actually control their territories and protect their citizens. We have emphasized national sovereignty as integral to the political organization of our world. Rests on principle that the international community has a right and/or duty to intervene in countries where people are suffering large-scale loss of life or genocide. Could be due to deliberate action by its government. Or because of the collapse of governance.
