Instead political and military power has always been in the hands of some other leader(s) Shogun claimed to run on behalf of the emperor but in reality during this period it was usually the shogun that was in charge. Below the shogun there are two ranks of nobility, the daimyo and samurai (since this is a nobility this is something you have to be born into) Feudal system works if and only if the shogun is powerful enough to keep the daimyo and samurai under control.
