Four main causes of urban sprawl: automobiles and highways, living costs, urban blight, and government policies. Orange county urban sprawl is a controversy. Highway trust fund: uses federal gas tax to pay for construction and maintenance of roads and highways (1956) Highways encourage people to live further from where they work. Zoning: planning tool that limits what can be done to a parcel of land (residential, industrial, etc. ) Multi-use zoning: allows retail and high density residential development to coexist in the same area.
