Rate coding: causes already discharging motoneurons to discharge at a higher frequency. You will then get temporal summation of twitches and increased force production. Motor neurons distribute their axon to the entire pool so the recruitment is according to size. Small ones will get recruited first and innervate a few muscle fibers.
