Norms, like arranged marriages in countryside, start to break down when people move to the city. People were able to question norms when they lived in the city. Provide institutional settings and base for innovative projects - universities, government agencies, churches, wealthy people, etc. Organizations provide a framework or an alternative to age old loyalties (like churches and extended families), and thus spawn new identities (student, government worker, etc. )
