Democracy: a system of government by the whole population or al the eligible members of a state, typically through elected representatives. Saps, decentralization, ngos to save the day. Decentralization: moving money from central government to lower levels of government to spread the wealth. Set of policy recommendations (conditions of aid) in 80s and 90s. Often condition was adapting neoliberal policies in government. Suggested to trim the fat off government (lessening government programs) Public sectors lessen, private sectors can take their place. Ngo boom: a not so silver bullet because. Originally went through framework of development in 50s-60s. Shows importance of state to navigate world changes. Autocracy good for take off and rapid growth initially. Ex: south korea and asian tigers; a strong state model. Democracy: slower take off but more consistent long term growth ie: democracy better for both long term prosperity and peace (internally, when it works) We see tigers making best out of both autocracy and democracy.
