Political development- consists in durable shifts of authority. Durable refers to things that are not permanent but relatively lasting. Authority is the presence of an agency whose commands are reflexively and consensually obeyed. Those things that reach out to surrounding institutions tend to be longer lasting. Ex: the great awakening changed the structure of the churches to be less hierarchical. Starts in church but spreads into many facets of socio-political life. A shift can be topical or strictly geographical. A shift in authority can mean a shift from an institution that is less authorized to one that becomes more authorized. Ex: presidency became more authoritative after anti-bellum period.
