Establishes the procedures state and local law enforcement officers must follow when they receive a civil immigration detainer regarding a person in their custody. Prohibits detaining the person unless officer determines that specified public safety risk factors exist. If person detained officer must inform ice that they will be held for up to 48 hours, if ice fails to take person for longer than 48 hours solely on basis of a civil immigration detainer under any circumstances. Civil asset forfeiture- no criminal conviction required. An individual"s property or cash may be forfeited by the state even if they have not been convicted or even accused of committing any crime. Licensing of barbers and hairdressers exempt from submitting to criminal history checks. Connecticut dept of labor encourage state agencies, boards, and commissions that issue occupational certificates. Police accountability- bill requires a preliminary status report with 40 days for a death as a result of physical force by an officer.
