Eastern europe had a lot going for it. Partially free are poorer than not free. Theories work less well to differentiate partially and not free countries. Some key differences where partially free are different. More industrialized even if poorly producing (wealth is deceiving with oil) Wealthy, well educated, had (somewhat) high self-expression values. Stronger state than the caucus countries had, more professional bureaucracy. Corruption, weak economy, and nostalgia created opportunities for strong leader. Nationalism and strong oil revenues allow consolidating that rule. Who demands change? (initial) protests different in makeup.
