Arizona sb 1070 makes it a crime for an immigrant to be in arizona without carrying required registration documents (no warrant or basis for stopping needed) Sc struck this down, but officers can still ask for papers if someone has already committed a crime (speeding, broken tail light, etc. ) Dea can still enforce federal laws there. Obama administration decided to allow it in states where it"s legal (currently) no federal money is allowed to be used to investigate/prosecute medical marijuana crimes. Energy: the extent to which a particular institution can. Possibility of passing laws w/o unanimous vote. People used to go running around being robin hood s. Popularity: the extent to which a particular institution has close relations with other forces in society. Founders did not want a popular president.
