The four ways governemnts get legitimacy: religion is an extremely powerful mechanism. Can lead governments to a level of legitimacy which is otherwise impossible. (ie) osama bin laden and suicide bombers. Even in america, the separation of church and state but our money has in god we trust and oaths of office are done on bibles and religious instruments. Every session of congress is opened by a religious figure. When we were attacked in 9/11 gwb said we are on the side of god tying our response of 9/11 to our support of god and religious ties. Russia during ussr tore down any sign of religion, but when nazis attacked stalin called on arch bishop of moscow to beg people to follow. Stalin and defend moscow: participation and representation. Give people a voice, even if you"re not going to listen. If they think their voice is being heard they are more likely to obey.
