Looking at indo-euro roots: sky god elements. King of the gods, but a king is in charge of order in the community. Links the indo-euro roots to the political/cultural stability aspect of zeus. Zeus has lots of mortal children, but hera is still his wife. Veru connected to zeus in cult, and may even be older.
