Gendered expansion of state authority: expansion of what the state thinks is terrain for public policy to control, expanding based on understanding of male and female roles. From late 18th century: population as an issue to be managed: only with census-taking beginning of 19th century population becomes quantifiable, and becomes seen as something that the state can manage. Early 19th century: thomas malthus and fear of overpopulation: too many people, malthus: population is growing far faster than the amount of food able to be produced. State needs to provide negative incentives: make charity from the state so bad, that people will avoid having children, more children you have, the fewer benefits you get.
