The assumption was that the rowdy factoin which was the most antisemitic force in the nsdap/gov had been eliminated. The elimination of the sa also made the german elite very happy. Saw them as a threat to their power. They were too unruly to be a good substitute for the military. At the time, no one thought that the racial classfication of the population would be a step toward genocide.
