Suffocated a vibrant, civil society because the people struggled to participate in politics: the reforms had to maintained over time (especially agrarian reform) Constant investment was lacking: many small landowners felt threatened by the ejido system. Government-controlled land distribution favored landless peasants, not landowners: some middle-classes in cities turned against cardenas because there was no urban development that benefitted them. Most of the budget was funneled into agrarian reform: other people (cid:449)a(cid:374)ted to defe(cid:374)ded me(cid:454)i(cid:272)o"s catholic heritage from the secular cardenas administration.
