Legalists refers to those ancient theorists who believed that people left alone are likely to follow their basic instincts have a rule of law (rules that apply to everyone) and not let anyone get out of hand. Righteousness, benevolence, and sincerity sense of justice and being good, promoting social welfare for everyone everyone has this trait, it just needs to be developed.
