Method of thinking about ngos in international relations. Liberalism: disagrees with realism in that power is the only framework for international relations. Emphasizes importance and efficacy of cooperation (multilateralism) Practiced through multilateral organizations and ngos (non-governmental organizations) Large amount of smaller ngos, few larger international ngos. Result of bureaucratic control: very difficult to manage ngos over a particular size due to government legislation. Government legislation shifted as a result of national disasters. Ex: kobe earthquake in 1995 ngos stepped in, one of the first responders and provided lots of services. First wave of international ngos in 1960s. As economy improved, people had more time to participate and contribute towards ngo goals. Ngos largely focused around pollution, labor, security, nuclear weapons. Aka issues that voters are the most interested in. Amnesty international first chapter in 1970. People are wealthier = have more free time. Explosion of ngos in 1990s in response to gulf war (1991), rwanda genocide (1994)
