4th amendment requires probable cause to arrest. The police officer possesses enough facts and circumstance that would lead a reasonable officer to believe the people arrested has committed a crime. Probable cause/reasonable grounds: seriousness of the offense, intimacy (social distance between victim and offender) The greater the social distance between the parties, the greater probability of arrest: disrespect. Discretion: the use of personal decision making and choice when carrying out the operations of the criminal justice system. Police officers frequently complain that citizens fail to understand police work, do not respect them, or defer to their authority.
