Called victimless because participants do not feel that they are being harmed. These crimes are prosecuted on the ground that society as a whole is being injured. Police often focus on visible crimes and victimless crimes. Committed within the context of a legal business or profession. Costs to society from such crimes is estimated to be near one trillion dollars annually.
