How far should the government"s monopoly on violence extend? (capital. Theory of the social contract: the government will use its power/force to protect: we are safer if government uses force and the rest of us do not. Rule of law gov"t will follow due process/procedures; orderly process. Capital punishment state has monopolized violence. Officers are trained to cultivate a warrior mindset , the virtues of which are extolled in books, articles, interviews, and seminars. Two changes to promote police mission of promoting public safety: requiring non-enforcement contacts, emphasizing tactical restraint. Mental tenacity and attitude that officers, like soldiers, are taught to adopt in the face of a life- threating struggle to survive a bad situation: motivated by officer safety. Officers treat every individual they interact with as an armed threat and every situation as a deadly force encounter in the making.
