Report focuses on test scores, sat scores, but doesn"t talk about life outside of schools and problems of growing up, and for many people, that"s what"s behind the decline that the report focuses on. Sense of lack of discipline; said that school is too loose, too lax: okay to smoke in the courtyard, okay to leave school campus to go eat lunch somewhere else. Functional literacy: kids could do the math they were taught, but if asked to read a paper and understand it, or if given a menu and asked to calculate change after several orders, couldn"t do it caught people"s attention.
