Minnesota in 1990 adopts first version of charter schools. Nationwide, over 6000 charter schools today (about 4. 5% of all public school students) Grown every year; shows no signs of stopping. Varies from state to state arizona has highest enrollment rate. Many cities say this is a solution to the problem for minorities. Want to hire faculty who accept the mission and who are willing to work a little harder if necessary.
