Congressman are primarily motivated to be reelected and congress is organized to meet these goals and minimize conflict between members (mayhew) Most congressman are unable to do anything in congress that will dramatically affect their prospects for reelection (nationally) More rational to treat national trends as something they have no control over (act of god) More rational for them to concentrate on those things they can control. Need sufficient funds to run a campaign while minimizing the chance that others will bankroll an expensive campaign against them. Persuasive endorsements from influential figures and institutions. Successful candidates will ensure that the balance of these factors is in his favor in both the primary and general election. Recognition that he is appealing to two different electorates. We tend to hate congress and congressmen generally. Are corrupt and don"t represent the people. We tend to love our own congressman. They do favors for their constituents locally. Everyone can enjoy them regardless of contribution.
