A policy problem is a condition or situation for which relief is sought because of: a human need. I. e. clothing, shelter, food, transportation, etc: deprivation. People who can be victim from circumstance: dissatisfaction. Problems result from event affecting people differently: not all problems become public, not al public problems become issues, not all issues are acted on in government. Causes of policy problems: activities outside of the political system. Discovery: i. e. someone discovered the combustible engine. Development/application: i. e. ford applied this engine to the first car. Control events: opposite of conflict, tries to stop people from doing something. Outside initiative model: e(cid:374)tities outside of the go(cid:448)(cid:859)t (cid:272)o(cid:373)i(cid:374)g together a(cid:374)d starting something (i. e. creating petition and bringing it to city hall). Mobilization model: trying to get people (i. e. can be a politician or someone outside the political system) to mobilize on a certain topic. Inside access model: someone inside the political system who mobilizes others.
